No. Anyone may submit a public Minecraft endpoint. Submission does not grant management rights; only the owner or an authorised representative may claim and edit it.

Nothing is published unless the initial ping succeeds. An ownerless listing that later has no successful ping for seven days is hidden until it responds again.

We open the existing listing. If it has no verified owner, you can continue to the claim page; ownership disputes are handled through support.
